Top Tier Colleges that dont consider Class Rank as an important factor...?

Here is a list I gathered, I used collegeboard.com, these top 100 schools that don't consider class rank as an very important or important factor or not at all

in order from highest to lowest according to usnews best national universities list:

Lehigh University- considered
University of Rochester- not at all
University of Washington- not at all
UC Davis, UC Irvine, UC Santa Barbra- not at all
Pepperdine University- not at all
University of Georgia- not at all
Michigan State University-considered
University of Delaware- not at all
Virginia Tech-not at all
Clark University- not at all
St. Louis University- not at all
American University- not at all
Stevens Institute of Technology- not at all
UC-Riverside- not at all
University of Denver- not at all
Auburn University- not at all

why do these schools not consider class rank? My rank will be bad that is why I'm interested in some of these schools.

With the exception of its ELC program, none of the UCs consider rank since half of the California public high schools do not rank.

I would think many Pepperdine students come from rigorous private schools. With a small class size of only about 30, considering rank in admissions would be an issue. Not entirely sure though.
