what happens when/if someone sends a transcript that is fake? like their name and information’s on it, but the classes, gpa and whatnot don’t belong to them. Like do colleges have anyway of being able to see through this?

Are you planning to do this?

No, I'm not. But a classmate of mine has done this and I'm wondering if there will be any ramifications for that sort of action.

Well...their counselor recommendations/school report won't match with the transcript they sent, first of all. Also, the Midyear Report will be inconsistent. And, if anyone else is applying to the same school(s), it will be obvious one is a fake.

Bad idea.

Considering official transcripts can ONLY be mailed by the school. Anything mailed without the school's insignia, etc, in a non-official format, or with a return address not matching the school's, will be obviously fake.

good call, pebbles.

this would have the school's seal and whatnot

Yes, it would have an official stamp and it would be sealed.
The consequences of the school discovering this would not be worth it. Once the college finds out, it may even inform other colleges or your school
