All my applications have been completed for some time, but I have not submitted them yet because other people have been proof reading the essays. Additionally, teacher recommendations and school reports have not been submitted, even though I have invited the counselors and teachers. The other day I reminded the counselor about sending the reports in, but she was busy fixing school schedules; thus, I do not think she’ll send them until school begins in about a week. I was wondering if I could submit the applications before the recommendations and school reports are submitted? I’m sure they can still submit the documents, and I will be able to see that they have after I submit the application. Am I correct, or should I wait until the resources are sent?

Yes, you can submit the application before the recs/school reports are in, but since you have so much time, why not continue to work on your essays and supplemental questions?
If you submit the app too early, you might not have time to list any new EC’s/awards that you achieve during this 2 month period.
