I just found this thread, I’m sorry no one responded to you! I don’t personally know because I am not applying to these colleges and you probably have sent your transcripts by now, but I would say:

  1. Email college admissions directors or transfer representatives for a definite answer.
  2. My guess is yes, it is okay to send them electronically as long as they are untouched by you and sent officially from your college.

Stanford takes very very very few transfers. Probably less than 10 out of a couple thousand transfer applications. You would have to be flawless in extra curriculars
