Transfer and scholarships

Hi...I'm very uneducated in how the transfer process works...

Suppose someone wishes to apply to a state school in another state, thus making the student an out-of-state transfer student...what are the chances of getting a good scholarship/full ride? I realize this is a non-specific inquiry, but do you think the chances are better than with an incoming freshman? Or does it vary?

Thanks!!

Pretty abysmal, tbqh. It's rather difficult to get good merit aid as a transfer as a whole, let alone as an OOS applicant. But it varies, of course, and this is not necessarily always true. But I would say that chances are much better with an incoming first year.
