<p>One would think that, but my son's close friend, currently a third year at Annapolis was appointed without a nomination. I am not sure the details, perhaps they pulled a nomination from another state. I did find this info on Cornell's Law school website which explains the nomination breakdown. And another poster was correct, there is a percentage that can be appointed without. </p>
<p>And thanks for all the info on WestPoint's engineering programs, certainly not a decision makers but it is good to have clarification.</p>
