(I also posted this in the Penn forum)

I'm currently a freshman at the University of Michigan. I came here because I am in-state and didn't really look into other options as much as I should have. I'm sick of seeing people from my high school around every corner, and although Ann Arbor is quaint, I'd prefer a more urban setting. I'd love to transfer to Georgetown (or Penn) as a sophomore, so what do you guys think my chances are?

HS unweighted GPA: 3.9 (school doesn't rank)
I took 5 of the 8 APs my school offers, and every honors course offered
SAT: 710 verbal, 710 math, 750 writing with an 11/12 essay (didn't take II's)
solid ec's, great recs

This semester I'm taking 16 credits, and I'll take the same next semester (economics, sociology, physical geography, and a writing course). At worst, I'm looking at a 3.4, but a 3.65 is very realistic. I'm joining a fraternity here, and I'm in the pre-law club. I also have a lot of family who has attended Georgetown (8 first-cousins, an uncle, aunt, and my brother attends law school there).

What are my chances assuming I attain that GPA? If low, what can I do to improve them?
