You may want to do some more research at your desired schools.
As a non-resident, and transfer to the UC’s your priority for admission is not high.
The UC’s give admission preference to California Community College students. Also your GPA is not considered competitive when compared to in-state residents who are getting better GPA’s.

The UC’s give NO financial aid to non-residents, so your costs would be at $60K per year.
The UC’s offer certain majors:
Irvine has a Business Administration major.
Davis has Econ
San Diego has Econ
The UC’s take mostly fall transfers.
Only Riverside, Santa Cruz and Merced have Spring 2018 transfers.
