Your options are extremely limited. I recommend you complete your degree at UIC. As @TomSrOfBoston said, you won’t do better than UIC. Why are you looking to transfer?
The only feasible way feasible way to transfer another institution of equal standing to UC Davis, etc., is if you withdraw from your current institution, and enroll in a community college, but that’s a complete waste of time.
@“aunt bea” to say that admittance is not high for out of state students applying at a UC is an understatement. In my opinion, I don’t think out of state students should apply to UC’s at all, no matter what your stats are.
UC Davis: 93% of admitted transfer students were from California community colleges.
UC Irvine: 95% of admitted transfer students were from California community colleges.
UC San Diego: 92% of admitted transfer students were from California community colleges.
Even the incoming transfers of UC Merced, the least selective of the UC’s, are 97% California community college graduates.
