Transfer Chances

I am a sophomore at the University of Arkansas on a full academic scholarship. I'm in the honors college and I have a 4.0 with a decent amount of extracurriculars. I'm double majoring in applied math and economics. I came to this school mainly because the scholarship made it easy but I've found that it isn't for me: I'm yet to be challenged in any way and the social scene isn't what I expected.

So my question is, what are top schools who accept a fair number of transfer students? I've heard that schools like Harvard and Yale may only accept maybe 12 transfers or something like that. Where do I have a good chance of getting in if I apply?
Also, what are some top schools who do transfer admissions for the spring semester? I was waiting to hear back about a study abroad application so I've missed the fall deadline.

Since I'm technically already a junior I assume that I would have to forfeit some of my credits wherever I transfer in order to complete the typical 60 at most institutions. Is this correct?

Can you afford UIUC? Or UCLA/Berkeley? Or UNC?

Maybe Cornell, NYU should be doable.

I don’t think you will be allowed to transfer to top colleges (though you will have to check each college’s policy).

Students who have completed more than two years of college study with transferable credit, and those who have earned a bachelor’s degree, are not eligible to transfer to Harvard College. Students may not choose to relinquish academic credits, or a degree, in order to apply for transfer admission.
