Am I reading PSU's website correctly in that you can't transfer to University Park before having completed two years elsewhere? Does this mean they don't take sophomore transfers at all?

Thanks very much.

You are right - transfers to UPark must already have two years of college. (I suppose it’s possible there’s the rare exception under very special circumstances, but they seem to be pretty firm in this policy.) You can transfer into a branch campus of Penn State in your sophomore year, but then you’d still need to wait until junior year to go to UPark.

Check the requirements of your major. Some majors like astronomy require transfer to University Park after freshmen year. It’s tough to transfer to University Park until junior year otherwise.
