Transfer confusion?

Hello, everyone. I'm a freshman a Penn State looking to transfer to a school with a stronger Film Studies program and my professor, a once grad student at UW, recommended me to apply here. On the website, it says:

"Prior to applying for transfer admission, students must have completed (or be completing) at least 24 semester hours of transferable course work. This essentially equates to one year of college-level study. We do not accept transfer students at the freshman level."

So, does this mean I cannot apply for Fall 2012 right now? I'm finishing up my Fall semester with a 3.7 or 3.8 gpa. My high school grades were so-so, not terrible, but average. Do I stand a chance?

Edit: I have completed 16 credits so far and I will be taking on 17 by Spring semester, so I will have a total of 33 credits for freshmen year.

No, it means you need to complete at least 24 college course credits before you start at UW. This usually means no second semester freshman year transfers but works for second year next fall, or even summer school next summer. Keep your grades up- minimum 3.0 required I believe, but try to get the best grades you can and learn the most to prepare.

You are in good shape. Just need good grades in the Spring and you should be in. Avoid too much of a GPA dropoff.

If you want to attend UW-Madison beginning Fall 2012, you must have all application materials submitted no later than February 1, 2012. As mentioned above, you will need to complete the 24 credits before Fall 2012, but can apply before they are complete.
