Transfer for a Computer Science Major

Right now I'm in the University of Mississippi Honors College (which ranks very well), and I'm looking for places to transfer for computer science because Ole Miss's program just isn't that good.

I'm looking for a school that has a reputable CS program, has good need based aid (I'm poor), and has a reasonable transfer acceptance rate. So far this is what I've come up with:
U Penn - ranked 17 - 15% transfer admission
Rice - ranked 20 - 26% transfer admission
Vanderbilt - ranked 58 - 40% transfer admission

Please tell me if you know of any other good options

Here are my stats:
College:
Freshmen
4.0 GPA after 1 semester
Highly ranked honors college
Dean's honor roll
Lucky Day scholar
Reasonable amount of community service
No ECs to speak of, but I'll work on that this semester

High School:
3.8 GPA
Low ranking (that's why I didn't get into these schools in the first place) - top 15%
32 ACT
2180 SAT (700 CR, 700 M, 780 R)
Loads of ECs - band president, cross country, track, math and science team, other stuff i'm too lazy to remember
Loads of community service - church, park projects, yada yada
4 different part time jobs - sometimes overlapping

So I want to know if I even have a chance of being admitted to one of these schools (provided that my GPA stays high) and which school(s) would be the best for me to apply to (the ones I listed or others).
