Transfer for Econ major

I'm a freshman at the George Washington University. I came here because they have a fairly good International Relations major and they gave me tons of scholarship money. After the first semester though I've realized that I want a more "concrete" major and while I'm still interested in international politics and foriegn cultures, the economics of everything makes more sense to me than the political theories that I've been taught to see as "science". GW doesn't have that great of an Econ department so I'm thinking of transferring. I'm also dissapointed in the student body at GW. I knew I wasn't coming to a top school, but I thought that the students would still be interested in academics and have engaging discussions - it was named the most politically active school by Princeton Review - instead everyone seems to just be interested in getting drunk and going to clubs or frat parties. Most people seem to do just enough school work to pass their courses and don't care about the things their studying outside of class at all.
I got a 3.86 average this first semester taking 17 credits. My SATs were 1310, but I think I could score higher since I haven't taken them in two years. (I took two years off between high school and college. One as an exchange student, another backpacking around the world.)
What schools should I look at to transfer to? I really want to go to UChicago if I did better on my SATs could I get in there?
