Transfer from galveston to college station

Im wanting to go to A&M but I dont think I have the greatest chances of getting in right away(have a 3.8 gpa, 1690 SAT, 28 ACT, top 30%). Ive been looking at going to TAMUG and "transferring" which sounds like it would be easy. Ive read that you need a 2.5 gpa and 30 hours at galveston to get in automatically then a curriculum change. I was thinking of doing maritime systems engineering at galveston and then civil engineering at a&m. What all is involved in the curriculum change, and how hard would it be for me to get into civil engineering when I transfer? Ive heard of the blinn team, but it sounds harder and my brother is at blinn starting his second year there and him and my parents have had quite a few problems with various things there trying to get into a&m
