I am a permanent resident of the United States and would like to know the steps in applying to Rutgers University. And do i have to pay out of state or in state tuition and i live in New Jersey. What are all the documents required to submit and for course evaluation do i use WES (World Education Service). Thx advance</p>

If you are a US permanent resident and have a permanent address in NJ, I think you are fine. I may be wrong though. <p>The application process for you will be the same as for the US students, except the evaluation of your academic transcripts.</p>
