Transfer from TAMUT to UTT - excess of 30 hours

Hey everyone,
I'm currently a Political Science major at TAMU-Texarkana, and I am planning on transferring to UT-Tyler this Fall as a Mechanical Engineering major. I will have ~78 transfer hours (9 of those are dual credit) after this summer with a 3.69 GPA.

I was really excited about the possibility of leaving TAMUT (not a very good university), but I recently found out about the 30 hour excess rule (charges you out-of-state tuition if you take 30+ hours over the required for your degree). Is there any way for me to get around it? I applied to TAMU-Commerce as well, and they are accepting for credit all courses except my PSCI courses (~21 hours). I'm guessing UTT will do the same thing.

Also, I took BIOL (8 hours) at TAMUT for science, but ME requires CHEM. So, I'm guessing I'll have to count BIOL as worthless? Or could it possibly sub for a technical elective?

Hours required for the ME major at UTT: 128

I have ~21 hours in PSCI courses, and 6 in FIN courses. Neither will apply to an engineering degree. So, after I take out the 9 hours of dual credit courses, I have about 42 hours that should transfer in.

My question is this: would it be better to stay at TAMUT and graduate Spring '14, then go to UTT in Fall '14? Or, is there a way to get around the 30 hour rule? One thought that popped into my mind was getting a PSCI or FIN minor at UTT? I KNOW the FIN courses are counted, but the PSCI ones aren't, I don't know if there's a way to get them to recognize those. However, since the PSCI ones aren't recognized as substitutes for courses offered at this university, is it possible that they won't count towards the 30 hour rule?

I would go to UTT and talk to an advisor, but I live about 2 hours away, and I won't have time to go up there until mid-late this month.

Any help is MUCH appreciated - I'm kind of stressed out about this. Thanks!!

Can you call UT-Tyler? I didn’t visit my transfer school until the day before I started taking classes. The entire transfer process, including advising was done via phone which according to my adviser wasn’t particularly unusual.
