I was wondernig what schools actually offer these. I know that, for instance, Syracuse offers merit scholarships to transfers; however, I'm not sure how many others do so. Also, what schools say they don't give merit scholarships but are generally somewhat lenient with giving them to transfer students. I was offered a few merit scholarships the first time around in the application process...if I have a good reason for not attending the first time around, do you think they will still offer it as a transfer (these are mostly state schools like UMD)?

As far as UMD is concerned, I can say that there are very few merit scholarships for transfers. They do have one for students transferring from CCs. However, once you're in and have a major, you may be able to pick up a departmental scholarship. This would be after your first year, maybe after your second. Best thing is to call the Financial Aid offices and talk to them.
