I'll be attending De Anza as a junior year, but I have no idea what to major in. I read somewhere that we should complete both the IGETC and the pre-reqs. But if I don't know what to major in, how do I know what pre-reqs to take? Also, aren't the pre-reqs different for every college we want to apply to?

Obviously if you don't know what your major is, you can't take any prereqs. It's probably best to just take some IGETC courses in some general area of interest (like science) in hopes that you'll be fulfilling both a GE and a prereq at the same time. And yes, many schools have different prereqs, but you'll probably find that a lot do overlap.

Assuming you are looking to transfer to a UC, my first advise to you is, figure out a major! Be quick about it. Time flies! Your best bet for now would be to take classes that will matter, regardless of what major you end up choosing.

By 'classes that will matter', I mean Math, English, PoliSci, History . . .
