Transfer options after being expelled for poor grades

If a university senior gets expelled for poor grades with only one semester until graduation, what are the chances that another university will admit him so he can finish his degree?
His over all GPA is 2.7 but he was expelled after 2 consecutive semesters of 1.7. He obviously did not meet the standards of his academic probation and they expelled him. Does he have any options to try and complete to gain a degree?

It would be very difficult to transfer to another school without having to repeat some of your education.
Perhaps you could take some time off, and petition the school to allow you to finish your degree?

Most schools require that you prove you are in academic “good standing” at your current institution. Obviously, anyone who has been expelled for academic failure will not be able to do this
