Transfer out of Northwestern

So... basically I am a film/art major but the art program here is absolutely not what I want it to be, and overall I just don't think Northwestern is the right school for me.

I'm debating applying at a few schools for Spring transfer (Cornell) or just waiting until next year to apply to RISD again, maybe Columbia, Stanford, Wesleyan, or other schools with strong art programs as well as other academic programs.

Here are my stats:

Stats:

SAT: 2190 (760 Writing 740 Verbal 690 Math)

SAT IIs: 640 Bio (ehhh) 730 Spanish

High School GPA: 3.7 I think? I had a 92 so whatever that is.
*College GPA: 3.4, but in a lot of 300-level classes

Subjective:

Hook : Well, I do art? I have a pretty good portfolio of drawings and paintings (got me into RISD last year)

Location/Person:

State or Country: USA

School Type: Large public school

Ethnicity: White

Gender: Female

Extra-curriculars in High School: I had been a Girl Scout since kindergarten, and I have worked towards my Gold Award. I've done Model UN and Congress, and I was a member of the National Art Honors Society. I had a part-time job at an ice cream store, and worked for a summer as a camp counselor. I ran cross country and played lacrosse. I also did two homestays in Peru and Costa Rica.

Extra-curriculars in College: I write for our campus publication's entertainment section (and occasionally take pictures), I was a part of the club lacrosse and ski racing teams, I worked on 3 film sets as art crew, editing, etc., I am Darkroom Chair of my dorm (manage the darkroom & set up workshops/show people how to use the equipment).
