  1. Yes, OOS transfers have a harder time transferring since in-state CA applicants are given priority and especially CC applicants that are in the local SD service area. Since CA CC''s have articulation agreements for courses within in the CSU and UC system, it is much easier to meet the transfer course requirements.
  2. Priority is given to CC students, followed by CSU to CSU or UC to CSU transfers, CA private school transfers and then OOS transfers.
