I'm currently a freshman at the University of Washington in Seattle. After testing the waters during my first quarter here, I've been thinking of transferring schools. I would have liked to stay in Washington, but being a prospective architecture major limits my choices of schools to the UW or Washington State University. I refuse to attend WSU, so I'm looking out of state. I'd rather not transfer to a university in Oregon or California, but if push comes to shove, I'll consider them. I'm not interested in universities in the mid-west either. What I'm really look at is attending a university on the east coast, with the exception of the southern states (excluding Virginia)

I was curious what schools on the east coast were known for having a good architecture program and/or having a good history program (I'm unsure if I want to major in architecture or history).

Unlapin, Architecture is a serious commitment. If you're not sure maybe you'd be better off getting an undergraduate degree in history or the art history side of architecture and plan to get a masters of architecture later.

If you do decide to go directly to undergrad architecture some East coast schools are: Cornell, Syracuse, Northeastern, CMU, Penn State, Cooper Union, Pratt, RISD, MIT. Cincinnati which is a little further west is also excellent.

Take a look at this article. Also, you might try posting on the architecture board as I have no idea how any of these schools responds to transfers.
