Transfer To A Top Uni, And Double Major

I like to transfer from a community college as a Computer Science Major. My current GPA is a 3.72, but will will most likely increase to a 3.8 or higher. I, however, am more interested in philosophy, and would like to pursue a doctorate degree in it. However, to get accepted to a doctorate program your academic pedigree is important. So the main topic for me is where (in the top Universities) can I transfer? And I also must be able to do a double major in philosophy.

Could I transfer to a University that doesn't have a highly ranked computer science program, but a highly (or extremely highly) ranked philosophy program, and would they allow me to double major in their philosophy program?

The Universities I am thinking of are

University of Notre Dame
University of Michigan
NYU
University of Texas (UT Austin)
University of California San Diego
University of Rutgers
University of North Carolina--chapel Hill
University of California
University of Wisconsin--Madison

I currently don't have any community volunteer work, is this a big factor? what are big factors in admissions? My academic goal is to get a masters in computer science and a phd in philosophy
