Transfer to Brown. Should I do it as a junior?

Long story short. Here are the stats

High School: one of the top 100 in the nation according to U.S. World Ranking
GPA (UW): (10-11th: 3.0. 12th: 3.5) = upward trend. 8 APs
ACT: 31 (M 35, E 35, R 29, S 31, W 11. superscored = 33)
SAT II: 760, 740, 710
AP: 5, 4, 4, 4, 4
EC's: bunch. national awards. international and state officer positions. Recognition from state government, research, paid internships, etc.

College: one of the top 40 in the nation according to U.S. World Ranking
GPA: 4.0 (1st sem fresh)

I know I'll have a better chance as a junior, but would I still be competitive as a sophomore transfer?

Brown is quite difficult to transfer to. If you were to get a 4.0 in your next semester and the fall 2013 semester and apply as a junior transfer, I am fairly confident you would get in.
