Transfer to Cornell?

Hi, I'm currently a freshman at OSU and I came in with 39 credits, and I just did 18 credits this semester and still landed a 4.0. I'm gonna take 17 next semester so I'll have 74 done by the end of my freshman year (would this make me a junior transfer?) My high school gpa was a 3.8, but my ACT is low (30). As for ec's go, I was selected to be in NSLI-Y, which is a government-funded organization that promotes critical languages, and I stayed with a host family in Deyang, Sichuan, China for 7 weeks and studied Chinese in a local school. I also took Chinese courses at Hunter College as part of the Startalk program and got A's. Anyways, should I bother applying to Cornell? Or would it just be too high of a reach?
Tl;dr:
-3.8 hs gpa (took AP Lit, AP Lang, AP Bio, AP Spanish, AP Psych, AP Government & Politics and got mostly 5's w/ some 4's)
-ACT 30-->will retake lol
-4.0 College gpa (with 18 credits)
-57 credits completed, will have 74 done by end of spring (but I'm a first year, so only 1 semester of college grades available, besides my Hunter College transcript with Chinese courses).
-Ec's: Lived in Sichuan, China with a host family to study Mandarin Chinese for almost 2 months, some volunteer work over there as well. I also taught ESL classes and designed lesson plans at my local library.
