Transfer to european university. Help?

Hi.. upon signing up I realized this site was mostly US-run.. But if I could get some helpful insight anyway I'd very much appreciate it!

I am a Mexican student in uni (Psychology, undergrad) trying to see how to transfer out to a European university. Any university that'll have me in either English or French is good! My gpa (in your 4 pt scale) is roughly (not an exact conversion) a 3.2-3.4. We do things by semesters.. I've already done my first 3 of 8, and I really wish I could manage to pull this off before the start this upcoming semester 'cause its looking pretty grim. If I don't pull it off in time (long shot I know :/ almost impossible) well by 5th semester will do!
I speak english (obviously) and about... 75% french...? yeah...

There's so many universities to check out, so many links to see it's hard to find a starting point! I'm very sick of my uni and Mexico in general (seriously). I really want/need to transfer out.
I don't have a lot of money so if you could tell about universities with tuition fees (for non EU nationals) below 1000 € that'd be great.
So I'm just trying to find some help from people who have maybe already been through the transfer process. It's easy enough to find the links for "new admissions" and such on the universities' sites but not transfers... So any help? Insight? Advice? Tips? Info?

So I got 65 of the 350 credits my school demands. Don’t exactly know if that helps.
