Transfer to Ivy?

I am currently a freshman at a top 50 national university planning on mathematical economics bs/econ ma and political economy ba. I would like to apply transfer to Havard and U Penn, but I don't know if I should bother at this point.

My current school's academic and social environment are not an optimal match for me. I also think a more prestigious econ faculty would be helpful if I ever want to pursue a PhD.

SAT (old) of 1450 is below avg at Harvard, so is a 32 act. Transfer acceptance rates at Harvard and such are below 3%. If you're interested in economics, may I suggest the University of Chicago, you'll have a better chance there.

I can only apply to schools with an NROTC
