Transfer to UCB from another UC?

Hey guys, is it true that you get a better chance of transfer to a UC from another UC?

I am thinking of transfering to UCB later on in the years. I am an incoming student to UCSD and has decided to major in economics there (although my intended major is business, but they don't have that program in UCSD >.<). So if I were to major in economics, I'll learn some basic business-needed knowledge, and I'll probably start taking the core upper division courses once in Berkeley. Sound good? When should I start applying for transfer to UCB? After freshman year or after the second year? Also what do they look for as for transfer students? GPA, courses taken, and...?

very wrong. students at community colleges have better chance than transfers from other UC's

It's actually drastically harder to transfer from a UC to another UC.

Lurk moar, please.

Based from Statistics, it is 2 times harder.

can someone provide the link to those stats?

thanks.
