I recently decided that I will change my application major from Economics to Mathematics/Economics, but the pre-major requirements are significantly different.

2 years Calculus
1 course Discrete Structures
1 course C++
and
Introduction to Microeconomics (completed)
Introduction to Macroeconomics (completed)
Microeconomics

My current school only offers 1 year of Calculus. One course is listed as Calculus 4, but it is only 3 credits, so likely will not qualify. They also do not offer courses in C++ or Discrete Structures.

From the General Catalog
"Transfer applicants to the Mathematics/Applied Science major with 90 or more units must complete as many of the following introductory courses as possible prior to admission to UCLA: two years of calculus for majors and one C++ programming course."

So they are not saying that all courses must be completed prior, but give no indication whether it will hinder me in the application process. Has anyone else had any luck transferring to the Mathematics department?

The Economics department will classify you as a pre-Economics major until the requirements are met, can the same also be done with the Mathematics department or must you transfer directly into the major? Would it be easy to apply as an Economics major and switch? It sounds like an Economics major with a Mathematics minor is my only choice.
