Transfer to UMich, UIUC or UToronto

I'd say Michigan and UIUC are pretty good schools for CS. He'll be challenged and there will be enough bright students there that will keep him motivated. Toronto CS is also pretty good, but I'd say its quality is a tad lower than Mich and UIUC. I think most of the students who want to persue a CS degree go to Waterloo instead (in Canada).

I'd really suggest you put Carnegie Mellon and Waterloo in your list. Carnegie Mellon has been known to pump out good CS students into the market... hired by lots of big name companies like Microsoft, Google, Amazon... But also Waterloo is known to be the place where Microsoft comes to recruit. To what I've heard... Bill Gates visits the campus regularly. Also, if he is into starting his own business in the IT industry... Waterloo is a great place to go. A lot of the students get involved in getting help from the school to start up their own businesses. RIM (Research in Motion) is just across the street... which helps students out a lot...
