Transfer to UT Austin

I'm an international student studying in UCLA (Electrical Engineering) and my GPA for the first quarter was 3.169 and I plan to apply for a transfer to UT Austin Fall 10. What's my best bet...to apply for engineering, natural sciences or something else?
Do HS records count since I'm a freshman? What are my chances of getting in, since I'm not instate and I'm not asking for any aid/scholarship. Do HS teacher recommendations count or should I try to get professors here to give me some. Can anyone guide me in the right direction please...Thanks a lot .

P.S I posted this in the Transfers Section but no one replied so i'm trying my luck here

Eeesh… I’m not familiar at all with international transfer students and what that has to do with your admissions decision. However, I’ll tell you that the minimum to apply is a 3.0. That being said, it’s very competitive and your best bet would definitely be Liberal Arts.

-Your high school records don’t count (they don’t look at them anymore).
-Asking for aid/scholarships has nothing to do with your admission (that I know).
-Your recommendation letters count! The more the better though.

You really need to pull your GPA up as much as possible to have a shot. Engineering is out, Cockrell is just far too competitive. Liberal Arts (COLA) or the College of Education are probably your best chances, education possibly more so (I don’t know for fact, rumor is it’s the easiest to get into, even easier than COLA). I was at orientation yesterday and I can say that out of all the people I met who transferred into COLA, no one was below a 3.2 and most were at 3.5 or above.

As solo said, they won’t look at your HS transcript and UT is need-blind. One HS teacher LOR might be okay, but you really want instructors who have worked with you in college.

If Electrical Engineering is really what you want to do, why don’t you just stay in your program at UCLA?
