If I applied to transfer as a freshman (meaning I'll be a sophomore at another uc) and I get rejected. Can i still apply again my sophomore year?( meaning I'll be a junior at another uc)?? Or is it good for one time only?

Yes, you can apply multiple times. However, very few schools accept sophomore transfers, so it might not be worth the effort and application costs.

Also, if you’re at a CC, staying two years means you’ll get general ed and lower division requirements out of the way at a much cheaper price, and completing all your major’s pre-reqs (see assist.org) will help your chances at top schools.
