transferable GPA for admission

Here is my condition
Im out of state student. In my school, every courses consider as 5 credit no matter what field.
They use the decimal model , not A-B-C-D-F model
As 96% is 4.0
95% is 3.9
and so on
Can anyone help me to firgue out how I can calculate the transferable GPA?
Also transferable credit</p>
