Transfering in ONE year...HELP!

Hey all, I'm currently enrolled in UC Irvine for my first year, however I want to transfer into the UCSD biomedical engineering: biotechnology major. I have already completed 58 quarter units through AP's in high school and courses at my local CC, and I do plan on getting the required 90 by the end of the first year. The only problem I have now is the requisite classes that they look for. My question is therefore two parts. First:

If I can complete all the major preparation courses by the time of Fall 2009, which is the quarter I'm applying for, but I will have only finished a third of them by the end of the 2008 Fall quarter which is the quarter which grades are evaluated by them, how significantly will this impact my chances? Basically 2/3rds of my major preparation courses will be work in progress essentially. I think I may be able to have a 4.0 GPA (with a bit of hard work) and do a few academic clubs, undergraduate research program, and maybe an internship. Would you say I can still get in?

Secondly:
Assuming that I DON'T get in, (or get into the school but not the major, which is the same in my perspective since this particular major is impacted and won't accept applications for major change from UCSD students taking other majors.) Is it allowed that I don't accept but instead spend another year at UCI to apply again? This is assuming I don't take so many courses that I exceed the 135 quarter unit limit for applications.

Thanks a lot! This has been stressing me out for quite some time and I combed the internet with no substantial information on it. So any answers would be a great help.

P.S. If someone could clarify the way UCSD does it's transfers somehow I'd appreciate that too. I know for undergraduate freshman admissions, they have a strict point system (which I didn't get enough points for). But for transfers, it seems a lot more vague, if anyone knows the details that would be wonderful. Thanks again!
