Transfering out of state

I'm going to be a sophomore this year and I go to a private school in Oregon. I have to transfer because I finally decided on a major and unfortunately my school doesn't offer it. So I have to transfer for my junior and senior year, and I'm hoping to go somewhere new since I have grown up around here (my mom went to the same college I'm going to now). Any suggestions on low out of state tuition costs? I'm hoping to go somewhere warm...looking at Arizona and New Mexico currently but i've never been there so I don't know if the people/region there are nice?
I had a very good H.S Gpa, I got a 4.2 and my first year cummulative Gpa at Linfield is a 3.5. I am student athlete also. I'm not sure if any of these stats help but really any advice helps!

What is the major? haha

I’m going to major in Criminal Justice and perhaps double major in psychology as well.

take a look at this website for a consortium of Western Colleges with reduced OOS tuition: [WICHE | Western Interstate Commission for Higher Education](http://wiche.edu/)

However if money is an issue as you seem to be hinting, I’d be quite surprised if many of the state schools in Oregon don’t offer your major. For example: <a href=“Program: Criminal Justice, BA or BS - Southern Oregon University - Acalog ACMS™”>Program: Criminal Justice, BA or BS - Southern Oregon University - Acalog ACMS™;
