Transfering to a non-impacted major at a not so competitve school.

Is it pretty much guarantee if I have all the requirements? I was thinking CSU EB. I am not sure how they have a 70.3% acceptance rate though.

I would think you have a very good chance at CSUEB if you meet all the transfer requirements. The acceptance rate you quoted was for Freshman admits. Being in the local service area will give you priority but I was unable to find the acceptance rate for Transfers.

For Fall 2016:

CSU-EB had 9,943 undergraduate transfer applicants.
They accepted 8,294 of those applicants (or 83.4%).
They rejected 505 applicants (or 5.1%).
There was no decision on the other 1,144 applicants (or 11.5%), because their applications were deemed incomplete.

So the odds of admission are very good, as long as your application is complete. If we disregard the incomplete applications, and only count the completed ones, then the transfer acceptance rate was 94.3%.

you still need to meet the minimum - all a-g courses passed with a C or better and an eligibility index of 2900 (about 2.4 gpa and 1000 SAT)

Do transfer students need SAT?

http://www.calstate.edu/transfer/requirements/ indicates that high school related stuff (which could include SAT or ACT scores) is required for lower division transfers but not upper division transfers.
