Transfering to a UC with a low CC GPA?

Currently in 2nd semester at SFSU as an Engineering student.
1st semester 2.65 GPA with 14 units.
2nd Semester 2.12 GPA with 13 units, 18 attempted.
- Failed second semester Chemistry with a D, 5 units.

After my first year I have realized just how unorganized I am as a student and that the best way to get on track is to go back home and attend a local CC. I hope to refocus my life and studies to bring my GPA up. I'd look to transfer to a UC if possible after completing my GEs.

First, If I were to attempt to transfer to a UC from a CC, would my current grades also be considered in my GPA even if I were to start at a new CC?
Second, What would my chances be to get into ANY UC for engineering if I were to apply with say, a GPA of 3.0-3.1?

The grades remain on your transcript, but only the grades are your new institution are computed in your GPA. Therefore, if you were to take 15 units at the community college, your GPA would be based off those, not the 27 credits you got.
To enter a UC for engineering, you’d need 3.3-3.5, not 3.0, and have the full sequence of prerequisites.
