What are my chances of transfering to Columbia for poli sci.

HS GPA wasn't good, only a 2.9 GPA.. 1270 SAT.. Currently a sophomore at a third tier state school.

BUT heres where it gets better. 3.8 GPA, Deans List, Elected to Student Government, participated in other student clubs, Phi Eta Sigma honors society, pledging a fraternity.

I'd apply to transfer for my next fall.

Do I have any shot of making up for my highschool blunder?

It's going to be real tough to get in from a third-tier state school--although it's possible. You need to make a case, though, for why you should be allowed to change schools or why you need to be in NYC. Also, I don't see them letting you in until you've finished two years at your current school. One or two semesters does not really constitute a long-term trend.
