Transfering to OSU help

I am currently a student at OCC (Ocean County College) in NewJersey. I am thinking about applying to OSU as my only out of state school. Money is a big issue with me and I am wondering if they will give me any money. I have already benn accepted into Rutgers. My major is civil engineering. My GPA is 3.7 at OCC and my Sats are 1540 and ACT 22. I am sure I would get into OSU, but how much money do you think they would give me?

OSU has two scholarships for oos, called national buckeye and national buckeye plus (the first offers about 4,000/year and the second 6,500/year). However, I'm pretty sure that the qualifications require an ACT of 24+.

OSU is notoriously bad at dishing out financial aid -- you might be better off in state at Rutgers. 20,000 tuiton + 7,000 room and board = cons outweigh pros.

Is your SAT a 1540 out of 2400, or just combined verbal and math? That would make a big difference.
