Transfering to UCLA from out of state

<p>Hi guys, I have some questions about UCLA. I was accepted for the class of 2016, but is loaning 34,000 dollars worth it to go to UCLA? I live in Oregon so I have to pay the out of state tuition. I looked up the information about transfering to UCLA and saw something about getting junior-level standing and having 60 UC transferable credits in college before I can transfer and it also says that it says that California colleges are given priority before out of state colleges. Why can't you transfer your sophmore year of college to UCLA? Does the junior-level standing mean that I have to be a junior in college before I apply, meaning that I won't be able to get in till my senior year or what? What are the chances of out of state students transfering into UCLA? Is it harder than as an out of state undergraduate or an out of state transfer? Also would UCLA consider the fact that I was offered admission as a freshment but had to decline for financial reasons as a positive factor or negative factor to a transfer application?
