I know of someone who transferred from TempleU to a Penn State satellite university after 1 semester.
I plan on doing the same (either from a UPitt satellite to UPitt main, or Penn State satellite to Penn State main).
Does anyone know if this would be a 100% possible case for me?

Well, I can't speak from the perspective of the colleges involved, but generally speaking you'll need to be admissable to the transfer university based on your high school record alone. You'll need to begin the application process almost right after enrolling for your first term at Temple, and your college grades won't be posted until long after the admissions decision is made.

It's much easier to get into a PSU satellite vs. State College. If I were you, I'd stay two years at the satellite and then go to State College. Happy Valley is SO over crowded right now, it's crazy. I couldn't even apply for the nursing program because it's full for ?? however long. :( The satellite schools are really a great option..Altoona, York, Great Valley..Just make sure that the one you apply to has your major, as they have some differences between them. Plus, the longer you stay at a two year, be it a CC, pitt or wherever, the less emphasis they put on hs work...
