Transferring after 3 or 4 years in college (because of major change)

Hi.

I am going to try to keep it short and sweet since I am quite tired at the moment (it's after 1am). I recently changed my major, after 2 years in college. And I am thinking of finishing 1 or 2 years of my new major before applying for transfer for this new major. For the most part, the only overlap between these two majors are some math courses. I am just wondering whether top schools like Harvard, Stanford, Cornell, Carnegie Mellon, etc. will view me less favorably than other students, as I will have already finished about 4 years of college at the time I apply. I know MIT has a policy of only considering students who have finished at most 2 years (discounting the term during which the student applies). It seems logical that they would consider me just as they would any other student who has completed 1 or 2 years of my major without any major-change, but my gut is telling me that it might be difficult for some reason to transfer after 4 years in college...
Any help is appreciated!

Thanks a lot!

bumpity bump :)

Why not apply for transfer right now, and just complete the new major at the new college/university?

Financial situation does not permit the transcript request  I wish I knew a way to work around this.

What do you mean you can’t get your transcript? How much money do you owe your current college/university?

A lot of money. They won’t allow me to send it to any school until that large sum of money is paid, a common policy I’m sure you already know. I’m working on getting it paid, but I wish there was some way my school would just release it. I’ve transferred to a cheaper school now but it’s not nearly the same quality. :/
