Right now, I'm already a first-year student at PSU. My parents don't want to pay for another summer session (out-of-state), so I was thinking of taking classes at a local college (pay in-state tuition there) and have the credits transfer. Can I do this, or is transferring credits only allowed for incoming first-year students and NOT current students?

Yes, you can transfer credits as a current student. If you go to the psu website--'Undergraduate admissions' and click 'current students' there is info about transferring credits and even a tool you can use to look up a psu class you need and it will tell you what course you can take at a particular college that will transfer and satisfy that requirement. You can also look up courses at other colleges and it will tell you what they will transfer as (what psu equivalent course).
