Transferring - Enroll in Two Universities?

Although there are similar threads, I wanted to create one with some background.

I currently just completed my freshman year at a private university. They have raised their tuition, and my family is currently gauging the financial situation to see if I can afford to complete my education there for the next three years. For various reasons, I hope to return to this university (quality of the program, region, etc. etc) but if the money is not there, I will not.

In the meantime, I have been accepted as a transfer student to my local state university starting the summer semester. I talked to a counselor at this school, and she said it was fine for me to be enrolled in two universities as long as I withdraw from one of them before the fall semester starts. However, I'm not sure if she was aware I was attending the summer semester as well.

I'm really scared that what I am doing is illegal or wrong, and it would be disastrous if I could attend neither university in the fall. However, I'm not sure if I can return to my current school and need to have a back up plan in order.

Should I drop out of my current university now and just accept that I will have to attend the state school? Or can I continue being enrolled at both schools and withdraw from one before the deposits or due for the Fall semester once I know the financial situation.

Thank you for any assistance!
