Transferring from UCSB to UCSD for Bioengineering?

So, currently next year I'm going to enter UCSB in Chemical Engineering. Of course, this is a great school, especially for that major. But when it comes to bioengineering, UCSD is obviously the top. To my knowledge, UCSB only offers biomolecular science and engineering as a major that you have to try to enter as a junior. Its pretty difficult to get into, from what I've heard, and I figured if I was going through the trouble of trying to get into that, wouldn't it just be better to try to transfer to UCSD for bioengineering? I wanted to know if anyone knows the level of difficult of inter UC transferring to UCSD for bioengineering. Obviously its pretty high, but like... what sort of GPA would I need (I assume the prereqs shouldn't be too difficult to manage considering I'm also in Engineering).
