Transferring from UOregon to UCLA for 3rd and 4th year

I’m currently a second year political science major at the University of Oregon and considering applying to UCLA as a transfer. Im a California resident and it’s near impossible trying to find experiences from people in the same situation so I’m hoping to gain some insight on my chances of getting in.
some stats:
my cumulative GPA is currently only a 3.49. Due to having a tough time adapting to university and being away from home, I got a 2.9 my fall term of 2019 which is really hurting me now. My GPA has improved every term though, all the way to a 3.9 term GPA with another 3.8-9 expected this fall 2020, so I’m hopeful that that helps me out a bit.
I have no extracurriculars to report
Potential bonus?: the only other person in my family to go to college was my grandfather and he attended UCLA so I may slip that into one of my personal insights if it might help me?

Overall, I’m wondering if anyone has and idea about how my chances are as a California resident attending college out of state in trying to transfer to UCLA as a political science major. (and yes, I have already looked at the chart that shows GPA and % admitted)

Since you already looked at the admit rates and GPA transfer ranges for UCLA , you know your chances are not great with your cumulative GPA.

There are several other UC’s where you would be competitive so I would apply widely if you want to attend a UC.

The UC’s do not consider legacy so no bump there.

Being a OOS transfer, regardless if you are a CA resident, makes you a low priority transfer. In-state CC transfer > UC to UC transfer> CSU to UC transfer> Private CA Uni Transfer > OOS transfer
