I know that incoming freshman cannot transfer out of their respective college for at least one semester.

Yes, you can. You have to fill out a petition, speak with your advisors, and get a bunch of signatures. It's quite a process, so make sure you're really committed. Engineering is tough. If you're in "good academic standing" (meaning at least a 3.5+) you should have decent chances in getting admitted to the CoE. Good luck.

i've spoken with the head advisor of engineering as well as different L&S advisors, and they all say the same thing. the college of engineering is one of the harder colleges to transfer into, for two reasons. the first reason, as mentioned already, are the academic requirements. you need to have a fairly high gpa, already pursuing an engineering curriculum...if they take you in, they want you to graduate on time, or else they won't take you. the second reason, more importantly, is the capacity of the college. you can have a 4.0 and the best grades in the world, but if there's no space for you in the college, then they might not take you. so basically, it's not that easy...but you should still try. just don't expect everything to go smoothly.
