I applied to both MCS and H&SS, and put H&SS as my #1 choice. I don't know what I want to major in (even the general field, as you can see), so I can't really choose between the two. How difficult is it to transfer between these schools. I've heard that it's not a problem to transfer into the college of H&SS, but what about transferring into MCS?

Not that hard actually.

How hard is "not that hard?" :)

I would guess a bit above a 3.0+ avg while taking a full 5 course load. Depends on space of course but MCS is not really the college that is overflowing with applicants trying to get in.

what are the average stats of people who get into mcs?

I remember something close to (I visited a while ago) 3.6 or 3.7 GPA and a 1370 or 1380 SAT. Don't quote me on this.

if you sats are lower(1940, 1270 m+v), but if you have the ecs to back it up, could you still get in?

Go to http://my.cmu.edu/site/admission/menuitem.edce48707aab43c019300710d4a02008/
for information on admitted students.

According to that, around 51% of MCS applicants are accepted. About 53% of H&SS applicants are accepted.

Average GPA for H&SS=3.46
Average GPA for MCS=3.69

How soon can you apply for a transfer? Does it have to be in between years, or can you transfer after the first semester.

I got into my second choice, H&SS, but waitlisted at my first choice: MCS.

You can transfer earliest spring of freshman year. Then you can try and transfer twice a year (fall/spring) and (fall spring) of sophomore and junior year.
