I've heard of people picking an unimpacted major then switching to their desired (impacted) major once they got into the school. Is this really possible? Say I want to go to UCB (Haas) or USC (Marshall) and instead I first pick something like agriculture as my major to be accepted, then transfer into Haas or Marshall. Does this work?

Yeah I think it is possible, you would probably have to do a semester in agriculture though :) Although all you would have to do is look at the course list and stick with those classes.

Hmm, I think you should also post this on the UC Transfer sub-forum. I don't have first-hand knowledge, but I thought I had read/heard that it is very difficult (nearly impossible?) to do a "work around" on an impacted major by applying for another field and trying to move in later.
